The Township of South Frontenac is creating a new Official Plan, a key guiding document that directs growth and development in the Township. Recent Provincial policy changes as well as the need to plan for the changing needs of residents are key drivers for undertaking the process, which builds on work undertaken over the past few years to plan for growth and changing community needs in South Frontenac.
Community and stakeholder input is a key aspect of the planning process, and your input will be sought at key milestones throughout the process to inform the creation of the Plan. Keep posted on the Township’s social media, website or here, on Engage South Frontenac for updates!

Final Draft of the New Official Plan
The Township of South Frontenac is pleased to announce that a final draft of the New Official Plan is now available.
The Final Draft of the New Official Plan will be presented to Council on April 8, 2025, for consideration for adoption. The Final Draft New Official Plan was updated in consideration of the public and agency comments received on the previous draft.
In general, the recent final draft New Official Plan changes were aimed at improving the overall readability, clarity of the policy intent, reducing the length of the document by consolidating policies, clarifying wording, and the introduction of a few new policies.
The main changes in this draft include further refinement of the communal servicing polices and how development would proceed in future secondary planning areas. In addition, changes to the Provincial Planning Statement (PPS) came into effect on October 20, 2024. This required a detailed review and revisions to the draft New Official Plan to ensure conformity. County planning staff provided comments in February 2025 which assisted with ensuring that the final draft New Official Plan conforms with the new policy directions in the PPS, 2024.
Next Steps
Staff will present the final draft New Official Plan, recommendation report, presentation, and draft by-law to Township Council on April 8, 2025. Council may look to adopt the draft New Official Plan draft at the Council Meeting on April 8, 2025. If adopted, Township staff will forward the draft New Official Plan to the County of Frontenac for review and final approval as they are the approval authority for the Township’s Official Plan.
Background
Beginning in 2019, the Official Plan Review has been a collaborative process with Township staff and project consultants working closely with the community in visioning exercises, on-line surveys, in-person and virtual open houses, and Council meetings to shape policies that address key topics such as managing growth, housing, waterfront development, environmental protection, and preservation of agricultural and natural features. Once approved by the County, the Official Plan will serve as a critical document to guide future land use decisions in the Township, including residential, commercial, and other forms of development.
The Township’s draft New Official Plan provides direction on how to direct and manage growth for the next 20 years. It keeps many existing growth mechanisms in place while providing further opportunities to support growth in and around settlement areas through mixed housing, additional residential units, communal services, and future secondary plan areas.
Residents have provided feedback that they would like to see growth directed to settlement areas, increased diversity of housing options, affordable housing, and protection of rural character, natural heritage features, and waterfront shorelines. Staff feel that the Plan’s innovative policy approaches and environmental protection policies provide an excellent land use planning framework to address these public interests and direct growth in the Township for years to come.
