Verona Master Plan

The Verona Housing Master Plan is a strategic vision to address the need for affordable housing and seniors housing in South Frontenac. The plan allows for a mix of housing types along Verona Street in the village of Verona that will appeal to a wide demographic to create a vibrant, bustling community.
The Master Plan includes phased construction to provide financial and design flexibility. The proposed development is designed to connect with key destinations, such as the trail and parks, and integrate with the broader context of the village including the future rebuild of McMullen Manor (owned and operated by Kingston Frontenac Housing Corporation).
We’ll be seeking feedback from the public throughout the planning process.

The Verona Housing Master Plan will outline future housing which will be developed on lands owned by the Township (see map below – identified as Township green field). The plan will focus on the relationship between the Township owned lands, the re-built McMullen Manor, and the rest of Verona. It will also look at design and how these sites fit into the existing village.

The preparation of the Housing Master Plan will provide recommendations and policy guidance for the future development of the Township’s lands, and the integration of that development within the broader context of the village including the re-built McMullen Manor.
The objective of the Verona Housing Master Plan is to provide guidance for the design and integration of the future development of lands owned by the Township for affordable housing, its integration with the re-built McMullen Manor and the general integration of both sites with the community. Key considerations will be:
- The built form and housing type;
- Active transportation connections, including integration with the K&P Trail;
- Pedestrian connections to the Village Core and the Waterfront;
- Communal servicing to support the development and its capacity (density);
- The positive impacts of the development on the broader Village;
- Constraints on the Township lands associated with areas regulated by the Conservation
- Authority; and
- Parking on the site and in the surrounding area.
The first phase of the project includes the preparation of a Background Review of the site, its context and the planning framework. The Report has been prepared to establish the existing conditions within which the Housing Master Plan is to be developed.
