Housekeeping Amendment to Correct Mapping Schedules

The Township will be considering an amendment to By-Law 2011-52 as amended by By-Law 2022-61 at its Council meeting on January 24, 2022 to correct the mapping to include the correct EP-1 overlay. A copy of draft by-law and updated schedules can be viewed in the Important Documents Section to the right.



PLEASE NOTE:

Following the approval of By-Law 2022-61, it came to staff’s attention that there was a technical error in the schedules (maps) relating to the EP-1 overlay projection. As a result the maps do not show the proper location of this layer. Council has directed that a housekeeping by-law be processed as soon as possible following the expiration of the appeal period on November 16th. The correct version of the schedules which will be included in the housekeeping bylaw are provided here:

The township has now passed the comprehensive zoning by-law at its regular council meeting on October 25 2022 as By-Law 2022-61. September 22nd, 2022

The formal public meeting for this by-law will be held on October 11th at 6:00 pm at the Soldiers Memorial Hall.

The updated revised mapping is now available as of: September 22nd, 2022. These schedules remain in draft form and will be further amended as we are currently updating the maps to incorporate most recent soil map data from the province. This iterative process will be completed as soon as possible and we will post a notice on here once the revised versions are available. The Official Plan for the Township of Central Frontenac was approved by the County of Frontenac in September, 2021. The next step in implementing the plan requires that the Township review its comprehensive zoning by-law. That's where you come in. We need your help and participation to complete that review.

The zoning by-law describes what uses may be permitted for individual lots of land, what buildings and structures may be constructed on them, and how far those structures must be set back from lot lines. It also describes rules for things like maximum permitted building height, requirements for parking, where docks and boat houses may be placed, whether and how recreational vehicles may be used or parked, whether home-based businesses may be permitted on individual lots, and many other matters. The zoning by-law applies to all land parcels in the Township and the regulations in it are intended to ensure safety for people and the natural environment, and to ensure that land is used sensibly and constructively among neighbours.

Reviewing the zoning by-law is a chance for all residents of Central Frontenac to determine how zoning affects their properties and to ask and answer such questions as:

  • What are the zoning rules for my property and do those rules reflect how my property is actually used?
  • Can I change zoning rules for my property? If so, how?
  • Do the zoning rules for things like lot sizes, frontages, setbacks and density help or hinder development plans and possibilities?
  • How do zoning rules help to protect the natural environment?
  • What rules should apply for storage containers, fences, swimming pools, and accessory buildings on my land?
  • Should new zoning rules be applied retroactively? If so, how?
  • How can zoning rules be shaped to help to resolve land-use conflicts?

You can help us by providing your comments, your concerns and your suggestions on potential improvements or changes to the zoning by-law. As a starting point, please take the opportunity to review the zoning by-law and the zoning schedules for which there links on the right.     Food trucks, or licensed refreshment sales vehicles, could be welcome attractions for tourists, passers-through, and residents of Central Frontenac. They could be a good option for entrepreneurs who wish to avoid the need to own or rent commercial space. They could be another way for enterprising private property owners to generate extra income on their land. And the collection of food-truck licence fees could mean new revenue the Township could use for public improvements or to reduce upward pressure on everyone’s property tax rates. 

    On the other hand, food trucks could be too smelly, noisy, or loud for some residents in some areas. They might be disruptive to existing sticks-and-bricks food service businesses. They could pose public safety risks to motorists or pedestrians. And they could cause issues with garbage and pollution if they’re simply allowed to operate anywhere anytime.

    Your responses to this short survey about what rules there should be for licensed food trucks in Central Frontenac will be collected and submitted to Township Council for consideration in the 2022 Central Frontenac Zoning Bylaw review process.     There are obvious challenges to affordability in the Central Frontenac housing market. One way to help everyone to navigate these challenges may be to add rules about tiny houses and second units to the Central Frontenac Zoning Bylaw. We need your guidance and advice about what those rules ought to be. Your answers to this short survey will be collected and delivered to Township Council for consideration as part of the 2022 Central Frontenac Zoning Bylaw Review. 

    Section 3.14 of the Township of Central Frontenac Official Plan provides for the possibility of second units. These are fully equipped suites or apartments in addition to or part of a primary dwelling on any lot zoned for residences. There are some preliminary conditions outlined in the plan about defining second units and limiting their unregulated proliferation. Still, there are so far no specific rules in the Central Frontenac Zoning Bylaw about requirements or restrictions for second units in various zones.   

    Section 3.21 of the Township of Central Frontenac Official Plan provides for the possibility of tiny houses as dwellings. There are similarly some preliminary conditions outlined in the plan about defining tiny houses as distinct from RVs, temporary structures, or traditional dwellings. Still, there are so far no specific rules in the Central Frontenac Zoning Bylaw about requirements or restrictions for tiny houses in the various zones across the township.  

    Adding rules about second units and tiny houses can help to ensure that zoning rules are fair to every Central Frontenac property owner and all their neighbours. It’s one way to help to make housing more accessible to people already living in Central Frontenac. It could add revenue to the property tax roll, providing new money for public improvements while reducing upward pressure on individual tax rates. And it’s another way that residents of Central Frontenac could help to protect the natural environment for our children’s children.

    There are detailed land-use rules in the Official Plan for the Township of Central Frontenac about keeping livestock on your land. These regulations describe the differences between residential, commercial, and farm properties. They also describe requirements like minimum distances between farm buildings and dwellings, how far farm structures must be from property lines, what sizes farm buildings should be for specific uses, which farm structures may be exempted from maximum structure height restrictions, and which properties are suitable for keeping farm animals and which are not.

    What if your property is too small and too close to the neighbours’ for you to abide by the livestock rules but you would still like to put up a little chicken house and keep a few chickens for fun, for the kids, and as a source of fresh eggs for the family. Conversely, what if you live in Sharbot Lake and your back-fence neighbour starts a little 10-hen chicken coop 50ft from your back deck, complete with stinky manure pile and loud, cranky, rooster?

    Many municipalities have by-laws specifically intended to allow for back-yard hens while simultaneously ensuring that home flocks don’t cause undue nuisance to neighbours. Your input on this survey will help Township Council decide what if any regulations may be needed for back-yard chickens in the 2022 Central Frontenac Zoning By-law Review.
