The land, two parcels of land in the Village of Verona with frontage on Verona Street, for the Verona Housing Project was acquired in early 2020. In 2021 Council supported the creation of a Master Plan.
In late 2022, JL Richards was contracted to undertake the Verona Housing Water and Wastewater Servicing master plan to evaluate available options and preferred solutions to service the housing project which are considered phases 1 and 2 of the Municipal Class Environmental Assessment (MCEA) process.
In 2023, the Township commissioned a study to assess communal water and wastewater servicing options which are critical for the development of the site. Communal services are shared drinking water and wastewater systems that service clusters of residences and businesses. Residences either need to be on municipal systems, as they are in Sydenham, or on private septic and well which limits development. The shared water and wastewater systems in Frontenac County are managed by Frontenac Municipal Services.
We hosted an open house in April of 2023, and the results were presented to council in November 2023. A key focus of the study is to ensure that the communal services will not have a negative impact on surrounding properties.
In 2024, the Water and Wastewater Study for the Verona Housing Project was presented and in May of 2024, the Master Plan findings were presented to Council with the Ministry of Citizenship and Multiculturalism (MCM) accepting the final report in September 2024. In December, Council approved next steps in the MCEA process for JL Richards to advance the Schedule C Class EA for water servicing and the corresponding Schedule B Class EA for wastewater servicing or phase 3 of the process. Also in 2024, Cambium was hired to complete the Environmental Impact Study.
In November 2025, we announced we would be advancing the next phases of environmental studies required in support of the servicing proposals for the Verona Housing Master Plan. The study will focus on field investigations carried out on the lands that will examine all archaeological, environmental, hydrogeological and geotechnical constraints. Some selective vegetation and tree removals are also being carried out under the direction of a biologist to facilitate equipment access for sub-surface investigations.
The next phase of this study will include a future Public Open House to seek public feedback on preferred design solutions. This future meeting will be advertised in 2026.

Verona Housing Water and Wastewater Class Environmental Assessments
The Township of South Frontenac is currently advancing the next phases of environmental studies required in support of the servicing proposals for the Verona Housing Master Plan. J. L. Richards & Associates have been retained by the Township to advance the individual Municipal Class Environmental Assessments for proposed water and wastewater systems as required under Ontario’s Environmental Assessment Act.
The current phase of the study will now focus on field investigations carried out on the lands that will examine all archaeological, environmental, hydrogeological and geotechnical constraints. Some selective vegetation and tree removals are also being carried out under the direction of a biologist to facilitate equipment access for sub-surface investigations.
The Notice of Study Commencement (below) has been advertised in the Frontenac News along with our EngageFrontenac project page and other social media forums. Additional notices will be issued shortly to stakeholders and residents that registered to receive project notices during the Master Plan phase. The next phase of this study will include a future Public Open House to seek public feedback on preferred design solutions. This future meeting will be advertised in 2026. Water and Wastewater Servicing Master Plan complete
The Water and Wastewater Study for the Verona Housing Plan is complete and the final report and appendices are now posted in the Important Information section for public review for a 30-day period starting June 27, 2024.
The preferred servicing solution includes a groundwater well and large subsurface sewage disposal system on site, complete with the respective treatment systems.
