This consultation is concluded. The 2023-2026 Frontenac County Strategic Plan was adopted by Frontenac County Council at its 19 July 2023 council meeting.

The County of Frontenac is excited to announce the development of its Strategic Plan. The County Strategic Plan will guide the growth and development of Frontenac County over the next several years. The plan will be developed based on community input and feedback, making it a truly collaborative effort.

Project goals and objectives:

A County Strategic Plan defines strategic objectives with achievable outcomes that are distinct from the standard operating initiatives the County undertakes year after year. Strategic planning is a process by which the County determines where it wants to go and charts a path to get there. Strategic plans also help define important goals, set specific directions, and clarify policy and budget priorities.

How is a County Strategic Plan used?

This Strategic Plan will enable County Administration and Council, member municipalities, the local business community and community stakeholders to work together to champion a sustainable growth agenda for the County.

For the public, the County Strategic Plan communicates a four-year vision for the County and the related priorities for this term of Council; it reflects the County's aspirations and input for the services they receive; and it formalizes County Council's commitment to customer service and satisfaction for all residents of the County.

For businesses and community organizations, the Count Strategic Plan reflects the County's commitment to partnering with businesses and community organizations to achieve the County's four-year goals.

For County Council, Managers and Employees, the County Strategic Plan informs policy, operational, and budget decisions; and provides a structure to ensure oversight and management of County programs and services.

Your voice counts:

The County of Frontenac hired consulting firm Explorer Solutions to conduct the plan development and stakeholder engagement. To gather input from community members, the County invited local residents, businesses, and community organizations to participate in a public online survey. The survey gathered feedback and input on a wide range of topics including land use planning, economic development, education, health and wellness, environment, infrastructure and transportation, quality of life, and county priorities and concerns.

Public response to the survey was excellent. It closed on May 17. The results will go into the development of the draft strategic plan for presentation to Frontenac County Council in July.

Engaging Youth and Young Professionals

We thank you for taking the time to complete our General Public Survey for the development of the Frontenac County Strategic Plan. We value your input and encourage you to share the opportunity for feedback with your family and friends. Additionally, we created a separate survey page as part of the Public Online Survey, tailored specifically to capture the thoughts, opinions, and perspectives of our youth living in Frontenac County. By involving our youth and young professionals, we hoped to create a more inclusive and well-rounded strategic plan for the future of Frontenac County. Together, we can work towards building a brighter, more sustainable future for all residents of Frontenac County.

    Frontenac County Council adopted the 2023-2026 Frontenac County strategic plan at its regular Council meeting, 19 July, 2023.

    The plan outlines the following strategic priorities:

    1. Develop a Regional Approach to Overcome Infrastructure Issues and Maximize Infrastructure Development Opportunities

    • Support member municipalities in their efforts to maintain and improve roads and bridges.

    • Develop strategies to improve regional transportation connectivity and accessibility.

    • Enhance collaboration with the Township of Frontenac Islands and the Province of Ontario on ferry services.

    2. Contribute to the Progress of Sustainable Economic Growth and Prosperity Throughout the County

    • Work with Townships to improve and sustain the villages and hamlets across the region.

    • Develop regional tools and policies to support long-term protection of lakes, rivers, and other important environmental features in Frontenac.

    • Support different forms of housing such as small apartments, affordable houses, and seniors housing.

    • Provide business support and resources to existing and prospective businesses.

    • Attract new investments and businesses to Frontenac County.

    • Support workforce development initiatives to create job opportunities and retain talent.

    3. Strengthen Quality of Life through Enhanced Service Delivery

    • Focus on Frontenac Paramedics

      • Improve response times and coverage throughout Frontenac County.

      • Increase the number of paramedics to meet the growing demand for services.

      • Provide additional facilities for Frontenac Paramedics that will effectively meet steadily growing demand for services and accommodate more paramedic training.

    • Focus on Fairmount Home

      • Improve the quality of care and services provided to residents.

      • Expand the capacity to accommodate more residents.

      • Enhancing staff training and development opportunities.

    • Focus on Social Services and Housing

      • Ensure equal and fair access to social services, childcare, and social housing for County residents.

      • Advocate for additional funding and resources from provincial and federal governments for social services and affordable housing.

      • Invest additional resources in the availability of affordable housing and related services.

    4. Maximize Administrative Leadership within the County Administration

    • Ensure efficient and responsible financial management of County resources.

    • Ensure transparency and accountability of the governance of the County of Frontenac (Council and its Committees).

    • Ensure community engagement remains a continued priority and to develop dynamic solutions to improve citizen awareness/involvement in County of Frontenac activities and to promote collaboration with member municipalities.

  • Online survey collection now complete

    Collection of online survey responses was completed on 17 May. Community response was strong across the County. Thank you to everyone who completed participated. Next steps are a draft strategic plan and final report to Frontenac County Council coming up in June and July.

    Frontenac County - The County of Frontenac is excited to announce the development of its Strategic Plan. We invite residents, business operators, and community organizations to participate by attending one of two open houses and to share their opinions via a short public online survey.

    The County Strategic Plan informs Frontenac County Council decisions regarding the growth and development of Frontenac County over the next several years. We need your input on a wide range of topics related to the work of Frontenac County including Fairmount Home and long-term care, Frontenac Paramedics and emergency response, land use planning, geographic information services, corporate services, marine services, economic development, and other County Council priorities and concerns.

    “We believe that community engagement is key to developing a county strategic plan that reflects the needs and aspirations of the people who call Frontenac County home,” says Jannette Amini, Manager of Legislative Services/Clerk, Frontenac County. “We encourage all members of the community to share their thoughts on the issues and priorities that matter most to them.”
