In 2023, Council approved the reconstruction of Sunbury Road between Battersea Road and Factory Road. Under the Township’s 2022 Comprehensive Roads Needs Study, this 4 km section has the lowest pavement condition rating in the arterial class of roadways. The road surface is considered to be well beyond the state where it can be reasonably maintained or rehabilitated.

Key information

  • Work will begin in May 2023 and will take 10-12 weeks with completion in September 2023.
  • Work will typically be done between the hours of 7 am and 7 pm, Monday to Friday (if weekend work is required, we'll notify area residents)
  • The road will be accessible at all times with one lane open. Expect traffic delays.

The project includes the following activities and improvements:

  • New asphalt including 3.5 metre driving lanes and 1.2 metre paved shoulders to meet current and forecasted traffic needs, including Emergency Detour Route (EDR) operations.
  • Upgraded guide rail system to meet current roadside safety standards.
  • Ditching improvements for improved road drainage.
  • Driveway culvert and roadway culvert replacements.

The project is categorized as a Schedule “A” project under the Municipal Class Environmental Assessment process and is considered a pre-approved construction project under the Ontario Environmental Assessment Act. Construction activities will be led by GIP Paving Inc.

The Township of South Frontenac currently invests approximately $6.7M per year in road improvements for its network of over 600km of hard surfaced roads. The Long Term Financial Plan currently forecasts an increase in this spending to $7.6M over the next 5 years to meet investment needs. The timing for road reconstruction activities is largely driven by combination of the condition ratings from the 2022 Road Needs Study and available annual funding.

The first phase of reconstruction of Sunbury Road underway is 4 km in length. This year’s work targeted the worst section of road that had a pavement condition index rating of 46/100 (poor). This project carried a total project estimate of $3.8M and made up almost 56% of the available annual road budget.

The next phase of Sunbury Road to the east heading easterly has a PCI rating of 62 (fair) is currently forecasted for construction in 2027. This next phase of the project is estimated at $3.4M. See this Council report regarding the 5 year plan (hard surfaced roads) for more information on project selection and timing.
