Recreation Fee and Facility Study

Background and Project Intent

In 2022, Council endorsed the Recreation, Parks, and Leisure Master Plan. The Plan made several recommendations for a comprehensive review of all recreation service fees, facility rental fees, allocation policies, and related procedures, resulting in this Recreation Service Fee & Facility Allocation Project.

This Project will include a systematic review of the policies and procedures related to recreational services, evaluation of the fee and rates of comparable and neighbouring municipalities, as well as extensive community and stakeholder engagement.

The end goal of the Project is to make recommendations and an action plan to present to Council that ensures that all recreational service delivery is fair, efficient, equitable, sustainable, and transparent across all services and facilities that are managed or owned by the Township.

The action plan and recommendations will align with Council’s strategic priorities, our Recreation, Parks and Leisure Master Plan, and all relevant policies and legislation. The action plan must also include implementation recommendations that are cost-effective, consistent with industry standards and evidence-based practices, and practical/ affordable for user groups to adopt immediately or in a phased approach.

This project is not about adding new amenities or programs.
