The Township of South Frontenac will be reconstructing the 2.2km section of Keeley Road from 0.3km east of Sydenham Road to Park Valley Road during the summer of 2026. Keeley Road was selected as a priority project for 2026 due to the poor road surface ratings identified within the Township’s 2022 Comprehensive Road Needs Study. The pavement condition ratings for the roadway were 44 (Poor) in 2025. Ongoing increases in unplanned maintenance and repair costs for pothole repairs and edge break-up also led to the current timing of the project.
The project includes the following activities and improvements:
Existing roadway will be pulverized, re-graded and built-up with an improved granular base to meet the design cross-section
Road cross-culverts will be removed and replaced with like for like structures. Private driveway culverts will also be replaced
Ditching improvements will be carried out for improved roadside drainage
Roadway will be finished with a new double surface treatment (chip seal) and a fog seal
This work is categorized as “Exempt” under the 2024 Municipal Class Environmental Assessment process and is considered a pre-approved construction project under the Ontario Environmental Assessment Act.
