A Community Improvement Plan (CIP) is a tool that allows a municipality to direct funds and implement policy initiatives toward a specifically defined project area. Community Improvement Plans are intended to encourage revitalization initiatives and/or stimulate development and redevelopment. Frontenac is one of only eight upper-tier municipalities that have authority to implement a regional CIP that can be applied on a County-wide basis.

As part of the 2022-2026 Budget and Business Plan presentations, County Council approved a project proposal to complete a County-wide Community Improvement Plan Study. The purpose of this project is to review the current suite of community improvement plans available in Frontenac County, and to make recommendations on the best approach to establishing a County-wide plan, providing incentives for investment throughout the region.

Since 2012, Frontenac County has established 5 Community Improvement Plans with respective project areas. While the County led the initial development of each plan, the Townships have been responsible for administration and updates to each plan. As part of the process, each of these local plans will be reviewed, and recommendations may be brought forward to ensure alignment with the County-wide Plan.

    As described in the video above, the Economic Development efforts at Frontenac County have been guided by a Charter for Economic Development since 2015.  As part of the County-wide Community Improvement Plan, several consultations with businesses and community stakeholders took place on May 25 & 26, 2022 to review the Charter for Economic Development and to consider updates. 

    As mentioned in the video, the following priorities have been identified in the draft update to the Charter for Economic Development in Frontenac:

    1. Tourism: The County continues to make great strides in Destination Development, but more supportive amenities and business near key attractions like trails and parks are needed.
    2. Food and Beverage: The presence of food and beverage processing businesses is growing, and continues to need support while efforts to add additional dining experiences to support tourism should also be made.
    3. Regional Marketing: The County's role is to promote the region to external audiences in other markets, while businesses and municipalities can support and guide new businesses, residents and visitors when they arrive.
    4. Workforce and Skills Development: It was identified that the County could play a role in supporting skills development and to support the sale or succession of existing businesses.
    5. Recreational Lifestyle: Supporting the growth of remote work in the region has become a key priority as workers and employers have developed new approaches to getting work done, on or offsite.
    6. Infrastructure: The development and promotion of communal services could be transformative for commercial and residential development.  It was also identified that there is demand for turnkey commercial properties.
