Why is the road being reconstructed now?

Battersea Road from Burnt Hills Road to Bradden Lane has some of the poorest surface condition ratings of all the hard surfaced arterial roadways in the Township. Surface cracking and pothole damage is extensive, and the road is considered to be well beyond the state where it can be reasonably maintained or rehabilitated. We need to reconstruct the whole road.

    When will construction start?

Construction is expected to start at the end of November 2022 with a focus on roadside work (ditching and rock removal) through the winter of 2022/2023.

    Who will complete the work?

Construction activities will be led by Len Corcoran Excavating Ltd.  Separate notices will be issued by their company for after hours contact information.

What is the project budget and where did the funding come from?

The construction contract for the project is $3.09 million of which two thirds of the funding, or $2.04 million is provided by provincial and federal grants and development charge funding.

How is this going to affect traffic in the area?

The road will be accessible at all times and a minimum of one lane will be maintained during active construction for emergency services vehicles.  Traffic delays should be anticipated from time to time. Drivers should drive with caution and obey all traffic signs and personnel.

Is there anything I need to do to prepare for this construction?

Landscaping features, flowers, fencing, or other physical objects located in the Township road allowance in front of your property may need to be relocated before construction begins to avoid damage. Landowners will be individually contacted where concerns are found.

What do I do if I have mobility or accessibility needs or concerns?

Individuals with mobility or accessibility needs should contact the Township to discuss accommodations needed during construction. The Township will work with landowners to accommodate resident requirements wherever possible.

Will my driveway access be impacted by construction?

Resident access to their properties may be restricted for a short period of time while certain works are being carried out. The Township will aim to provide a minimum of 24 hours notice ahead of these planned disruptions.

How will this impact mail delivery?

Access to mailboxes may be restricted for a short period of time while the work is being carried out. In situations where a mailbox needs to be removed, it will be reinstalled at the sole cost of the Township. We’ll notify you before we relocate the mailbox.

Will the construction work interfere with garbage or recycling collection?

Residents should continue to place garbage and recycling out for collection at end of their driveway by 7 am on their regular collection day. During construction, the Contractor may move a resident’s garbage and recycling materials to a centralized collection location for safety and convenience. The Contractor will return recycling boxes and garbage cans to the affected property after collection has been completed.

Residents can help with these efforts by adding their civic address to their blue boxes or garbage cans using a permanent black marker.

What will the Township do about dust control?

During construction, the Contractor will use watering trucks and dust suppressants to manage dust.

How will rock removal work be completed?

The majority of rock removal on the Battersea Road project will be completed on roadside ditches and rock cuts and will be mechanically excavated with an excavator and hoe ram attachment. Localized drilling and blasting activity is required on the S-curve midway through the project limits. Where blasting is required, property surveys will be performed according to provincial guidelines and affected residents will receive separate notices on these activities. All pre-blast surveys are performed by an independent company.

Will my fence be impacted by the construction work?

If any grading or ditching work has an impact on fencing, the Township will contact individual landowners in advance to discuss the details before work begins.

During which hours will workers be working on the project?

Work will typically be done Monday to Friday from 7 am to 7 pm in accordance with By-Law 2015-41 - To Prohibit and Regulate Noise Within the Township of South Frontenac.

Weekend work may be considered late in the project if weather delays are encountered. If weekend work is deemed necessary, advance notice will be provided to the area so that residents may plan accordingly.

What do I do if I live on the road and have key events or activities (moving, family gathering, weddings, pool installations, site construction, etc..) planned this summer?

Residents are encouraged to reach out to the Township in advance to advise of any special events or activities that may be happening at their property this summer. Township crews will do their best to plan or schedule works in a manner that reduces inconveniences where possible.

Please contact Public Services at 613-376-3027 Ext. 4331 or email pwsupport@southfrontenac.net

Will I be able to park on the road this winter or summer?

No parking will be allowed on the road for the duration of construction.

How do I stay informed on this project as it progresses?
