Murton Road to Kingston Road (Harrowsmith) Preliminary Design and Class Environmental Assessment Study
In 2023, Council approved funding for the advancement for the Preliminary Design and Class Environmental Assessment Study for the section of Road 38 between Murton Road and Kingston Road. Under the Township’s 2022 Comprehensive Roads Needs Study, this 5.4 km section of arterial roadway has a Pavement Condition Index of 60/100 which translates to a rating of Fair. Records suggest that the road was last paved in 1993 and the road surface is now in a state where full replacement is required. Work on the road is forecasted to begin in 2025.
The Preliminary Design work being led by Safe Roads Engineering will look at replacement options for the corridor and will consider aspects such as:
All replacement options will consider social, environmental and financial impacts
This project is being planned as a Schedule B project under the 2023 Municipal Class Environmental Assessment process as prescribed under the Ontario Environmental Assessment Act. Refer to the project notice for contacts and further information.
A Public Information Meeting will be held in the future to provide more information and solicit feedback on the project. Details and dates will be advertised once available.

Thanks for your question. The Township has retained Safe Roads Engineering (SRT) to carry out preliminary design investigations for the reconstruction of Road 38 from Murvale Road to Kingston Road (Harrowsmith). The consultant is actively working on traffic studies to determine what changes may be necessary on Road 38 in order to support forecasted traffic growth and safety over the next 20 – 25 years years.
We anticipate that the paved road surface will be widened to include the existing shoulders, however, other widenings will only be triggered to address capacity needs. The need for right turn (deceleration) and left turn pockets as an example are some of the alterations that form part of this review. Roadside drainage improvements will be included in the project design, however alterations in environmentally sensitive areas such as Murvale Creek (provincially significant wetland) will be guided by environmental studies and reviewed under permit with the local conservation authority.

The study underway for the reconstruction of Road 38 will look at traffic safety, population growth and roadway capacity for the section of highway between the Village of Harrowsmith and Murton Road. This review will look at transportation needs through to the year 2046 which reflects the growth period of the new draft Official Plan. Passing lanes will be considered as part of the evaluation process and the design team will specifically be looking at levels of service, anticipated safety performance, and construction cost where applicable.
