Re: Amendments to the Zoning By-law
Take Notice That the Council of the Corporation of the Township of North Frontenac will hold a Public Meeting on June 11, 2026, at 5:00 p.m. with participation in-person at the Township office at 6648 Road 506, Plevna, ON or through electronic participation on Zoom.
At this meeting, Council will receive public comments (verbal and written) regarding a proposed amendment to Zoning By-law #55-19, as amended by the Township of North Frontenac pursuant to Section 34 of the Planning Act, R.S.O. 1990, Chapter P.13.
Purpose and Effect of the Proposed Zoning By-law Amendment
The purpose is to undertake a housekeeping amendment to the Zoning By-law that will provide administrative updates for clarification. The full amendment package should be reviewed for all the details and is available as per the instructions below. The following is a summary of the proposed changes:
· The inclusion of new definitions and amendments to some existing definitions for the purposes of clarification, reduction of redundancy, and grammatical modification.
· Amendments to several general provisions for the purposes of clarification and grammatical correction (e.g., boathouses, docks, waterfront structures, illumination, kennels, back yard chickens)
· Modify Section 3.24 – Legal Non-Conforming Uses and Non-Complying Structures (d) – Remove Subsection (d) in its entirety and replace with updated wording that will allow additions to non-complying structures that are not located on the waterfront and that do not result in any additional deficiencies.
· Clarify that the required lot area and frontage within in Zone are required for newly created lots through application for consent.
· Remove the site-specific Zone H-X3 as it applies to 735 and 734 Road 506. H-X3 permits a dining lounge, yet a dining lounge is not a defined use in the Zoning By-law. The dining lounge use is already permitted as a Restaurant Use in the Hamlet (H) Zone, rendering the H-X3 zone redundant. This change is for clarity only and does not remove any existing zoning permissions on the property.
· Remove “Cemetery” as a permitted use in several zones based on information and guidance received from the Bereavement Authority of Ontario.
· Remove “Kennel” as a permitted use in several zones as Kennels are now regulated under a different by-law.
· Amend some exception zone numbers in Section 4.7.5 Rural - RU “Exception Zones” to ensure exception numbers are correct

The proposed amendments apply to the entire Township of North Frontenac; therefore, no key map is included.

Submission of Public Comments
Any person may provide written comments to the Clerk on the proposed changes to the Zoning By-law. In order for comments to be included in the Public Agenda package provided to Council, comments must be submitted by the end of business day May 13, 2026. Comments received after this date will be provided to Council for consideration but will not be included in the Public Agenda.
If a person or public body would otherwise have an ability to appeal the decision of the Council of North Frontenac to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written statements to the Township before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Township before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
