Why is the road being reconstructed now?

The east end of Bellrock Road has some of the poorest surface condition ratings of all of the hard surfaced arterial roadways in the Township.  Extensive surface cracking and pothole damage is extensive and the road surface is considered to be well beyond the state where it can be reasonably repaired or rehabilitated.  A total reconstructive effort is therefore required.

    When will construction start?

Full road construction of the roadway is expected to start in mid July 2022.

    Who will complete the work?

The reconstruction project will be led by O. Bettschen Construction Ltd.   Placement of the final asphalt paving will be carried out by G. Williams Paving Ltd.

What is the project budget and where did the funding come from?

The overall budget for the project will be $970,000 with funding fully covered by grants under the Ontario Community Infrastructure Fund (OCIF).

How is this going to affect traffic in the area?

Traffic access on Bellrock Road will be provided at all times and a minimum of one lane will be maintained during active construction for emergency services vehicles.  Traffic delays should be anticipated from time to time for the duration of the project. Drivers must drive with caution and obey all traffic signage and personnel at all times.

Is there anything I need to do in preparation for this construction?

Landscaping features, flowers, fencing, or other physical objects located in the Township road allowance in front of your property may need to be relocated before construction to avoid damage. Landowners will be individually contacted where concerns are found.

What do I do if I have mobility or accessibility needs or concerns?

Individuals with mobility or accessibility needs should contact the Township to discuss accommodations needed during construction. The Township will work with landowners to accommodate resident requirements wherever possible

Will my driveway access be impacted by construction?

Resident access into their properties may be restricted for a short period of time while certain works are being carried out. The Township will aim to provide a minimum of 24 hours notice ahead of these planned disruptions.

How will this impact the delivery of my mail?

Access to mailboxes may be restricted for a short period of time while the work is being carried out. In all cases mailboxes that need to be removed will be reinstalled at the sole cost of the Township. Residents will be notified prior to mailbox relocation.

Will the construction work interfere with garbage or recycling collection?

Residents will continue to place garbage and recycling out for collection at end of their entranceway by 7am on the regular collection day, as required under the bylaw. During construction, the Township may move a resident’s garbage and recycling materials to a centralized collection location for safety and convenience. The Township may need to return the recycling box and garbage cans to the affected property after collection has been completed.

Residents can help with these efforts by adding their civic address to their blue boxes or garbage cans using a permanent black marker.

What will the Township be doing about dust control?

During construction, the Township will be responsible for dust control and watering trucks and/or dust suppressants will be used to manage sources of dust.

How will rock removal work be completed and should I be concerned?

Rock removal on the Westport Road project will be relatively minor and all materials will be excavated with an excavator and hoe ram attachment. No blasting activities will be required on this contract.

Will the fence at the front of the lot be impacted by the construction work?

If any grading or ditching work has an impact on fencing, the Township will contact individual landowners in advance to discuss the details of any improvements prior to the work.

What will the hours of work be on the project?

Unless approved otherwise by the Township, hours of Construction will be set by By-Law 2015-41 - To Prohibit and Regulate Noise Within the Township of South Frontenac. Hours of construction on this project will typically be Monday to Friday from 7am to 6pm.

Weekend work may only be considered late in the project if weather delays are encountered. If weekend work is deemed necessary, advance notice will be provided to the area so that residents may plan accordingly.

What do I do if I live on the road and have key events or activities (moving, family gathering, weddings, pool installations, site construction, etc..) planned this summer?

Residents are encouraged to reach out to the Township in advance to advise of any special events or activities that may be happening at their property this summer. Township crews will do their best to plan or schedule works in a manner that reduces inconveniences where possible.

This type of request can be made by contacting Public Services at 613-376-3027 Ext. 4331 or email pwsupport@southfrontenac.net

Will I be able to park on the road this summer?

No parking will be allowed on the road during the course of construction.

How do I stay informed on this project as it progresses?

Residents within the workzone on Bellrock Road and surrounding areas are encouraged to subscribe or follow this project to stay up to date on the project.

Other options include reaching out by phone or email with contact information for your property. This will help the Township keep you informed as the project continues. Email addresses can be used to push information updates to residents, however individual addresses will not be shared for any other purpose.
