The Township does not support the proposed corridor going through the Township of North Frontenac.

Whereas at the meeting held February 6, 2026, Council passed Resolution #41-26 receiving for information an email dated January 20, 2026, from ALTO providing information regarding the public consultation process for the proposed High Speed Rail (HSR) network between Toronto and Quebec City;
And Whereas Council does not support the proposed corridor going through the Township of North Frontenac; and directed staff to provide the resolution to the Federal Minister of Transportation; the Prime Minister of Canada; the Premier of Ontario; MPP John Jordan; MP Scott Reid; and the President of ALTO;
Now Therefore Be It Resolved That Council receives for information a letter dated September 2, 2026, from the Honourable Steven McKinnon, Minster of Transport, acknowledging the correspondence regarding the proposed HSR initiative; and advising ALTO will submit a refined corridor and proposed station locations plan for approval in 2026; and that the development of a final rail alignment plan will proceed through three stages prior to a final investment decision, expected in 2029;
And That the Government of Canada recognizes the impacts and risks of large linear infrastructure projects on agricultural lands and farming operations; and ALTO has developed a land acquisition strategy to guide how lands required for the HSR network will be identified accessed and acquired; and any additional questions and comments should be provided to ALTO directly.

Whereas Council passed Resolution #156-26 at their meeting on May 1, 2026 receiving a Notice of Motion from Mayor Lichty requesting staff prepare a strategy to ensure North Frontenac residents remain informed and the Township is prepared to structure an organized response as and if necessary, regarding the ALTO project;
And Whereas Council passed Resolution #176-26 at their meeting on May 21, 2026 instructing the Manager of Community Development to work with Mayor Lichty to prepare a strategy with respect to the ALTO project to ensure the Township is prepared to organize a response and to ensure residents remain informed, including legal advice as to what is permitted;
Therefore Be It Resolved That Council receives for information the Manager of Community Development’s (MCD) and Mayor's Administrative Report entitled “ALTO - Proposed Communications Strategy - Phase One (1)”;
And That Council reaffirms its position that the Township does not support the proposed corridor going through the Township of North Frontenac;
And That Council approves a three (3) phase approach regarding ALTO:
Phase 3 (If Township Alignment is Confirmed): Escalate Advocacy, Coordinate Landowner Support, Intensify Public Engagement
And That should there be a need to move into Phase 2 or 3, another report will be provided to Council;
And That Council establish an ALTO Response Team consisting of the Mayor, Chief Administrative Officer, and Manager of Community Development (MCD) to monitor project developments, coordinate municipal communications, and provide updates to Council and residents;
And That Council directs the MCD to create a dedicated ALTO Project Information Hub through Engage Frontenac and the Township website to provide residents with project information, Township position statements, scheduled ALTO public consultation opportunities, and Council materials;
And That Council directs staff to provide ongoing public information updates through Engage Frontenac, the Township website and social media channels.

Whereas Council received for information an email dated January 20, 2026 from Joel Wiebe, Senior Advisor, Community Relations with ALTO, advising the online consultation platform is available for the public to provide additional feedback and explore the interactive corridor map for the high-speed rail (HSR) network between Toronto and Quebec City with a possible route coming through the Township of North Frontenac;
And Whereas the Township of North Frontenac’s Official Plan’s Vision Statement of North Frontenac Council is to preserve the unique and pristine natural environment to promote a strong, resilient rural community;
Now Therefore Be It Resolved That with the limited information and consultation that has been provided to date, the Council of the Township of North Frontenac does not support the proposed corridor going through the Township of North Frontenac;
And That Council directs staff to provide this motion to The Honourable Steve Mackinnon, Federal Minister of Transportation; The Honourable Mark Carney, Prime Minister of Canada; MP Scott Reid; The Honourable Doug Ford, Premier of Ontario; MPP John Jordan; and Mark Imbleau, the President of Alto.
