Accountability and Transparency Policy
Section 270 (1) 4 of the Municipal Act requires municipalities to adopt and maintain policies with respect to the manner in which the municipality will try to ensure that it is accountable to the public for its actions, and the manner in which the municipality will try to ensure that its actions are transparent to the public.
County Council adopted By-law 2007-0038 being a by-law to adopt an accountability and transparency policy, on November 21, 2007. As part of the requirement under the Act to maintain this Policy, this policy is now being presented to the Governance Review Committee for review.
Staff presented a report along with some draft amendments to the Accountability and Transparency Policy for the Committees consideration at its meeting on April 1, 2025 and the proposed amendments take into account that there are several principles that should be considered in promoting the accountability and transparency actions of the County of Frontenac:
- Good municipal governance cannot be achieved without accountability and transparency.
- Citizen satisfaction, confidence, and civic health are directly reliant on accountability and transparency of municipal government.
- Imposing stricter legislation, regulations or policies does not ensure accountability and transparency or increase confidence in municipal governance.
- Strong leadership, support, understanding and adherence to implementing and practicing accountability and transparency should be demonstrated by the political and administrative structure.
Residents are encouraged to watch the meeting, review the draft by-law and provide comments and suggestions.
